CATS - Centralized Application Tracking System
PRAMS and CATS IRB are developed and maintained by the CATS Project Team consisting of staff from the Office for Research Information Systems (ORIS) and the Office for Research Protections (ORP).
The CATS IRB system simplifies the process and replaces the PRAMS system for IRB submissions while maintaining the quality of reviews and protecting human research subjects. CATS IRB is the first phase of the larger CATS project, which will also transform processes and systems for animal (IACUC), biohazardous material (IBC), and radioactive isotope (UIC) research submissions. Multiple informational and training opportunities are available for CATS IRB, including the Quick Start Overview, Study Submission Guide, Investigator Manual, and tutorial videos. All resources are located in the Help Center in CATS IRB, accessible from the menu on the left side of the screen in CATS IRB. In addition to in-person, hands-on informational sessions, researchers can also register for overview sessions offered via Adobe Connect. All trainings can be accessed from the CATS IRB Training tab(tab located in the Help Center in CATS IRB). You will be required to enter your Penn State access ID to log in to CATS IRB. The IRB Library, which is located within CATS IRB, is used in conjunction with the CATS IRB system. The library contains a set of policies, procedures, guidelines, checklists, worksheets, and templates that are fully compliant and incorporate maximum regulatory flexibility consistent with good compliance practice. The library also includes an "Investigator Manual" (HRP-103), which is designed to guide researchers through the policies and procedures related to the conduct of human subject research that are specific to The Pennsylvania State University. The documents contained within the IRB Library are comprehensive, brief, and easy to follow. The Library can be located from the menu on the left side of the screen in CATS IRB.
