IBC Applications
Transition to CATS Safety
- All new IBC protocols must be submitted in CATS Safety. Contact ORP-Biosafety@psu.edu to see how to best move into the system.
- Office for Research Protections (University Park and Commonwealth Campuses): Researchers due for a three-year renewal with an upcoming expiration in March 2022 will need to submit a new protocol in CATS Safety.
- Penn State Health and the College of Medicine: Researchers due for a full renewal with an upcoming expiration in April will need to submit a new protocol in CATS Safety.
- Note: All required trainings must be completed before approval can be granted and must be updated annually.

Click on the appropriate application linked below.

Save the document locally (i.e., desktop, hard drive, etc.) - applications that are completed while online will not be saved. Save your document at routine intervals and when complete to prevent information loss.

Click within the space provided on application and type in the complete answers.

After completing and again locally saving the form, click on the ‘SEND TO THE ORP' link at the bottom of the application to email the ORP. The correct address (ORP-Biosafety@psu.edu) is automatically entered into the e-mail. All submissions MUST be sent from the Principal Investigator's Penn State email account (i.e., xyz123@psu.edu).

Modifications for Teaching & Research Protocols
