Electronic Research Administration

The following is a listing of electronic proposal sites that have or are currently being used to submit proposals. If you have additional sites, please contact JoAnn Parsons to have them included on this list.

BIDS


This is a tool for dissemination and receipt of data related to active solicitations for the Technical Support Working Group (TSWG) and Explosive Ordnance Disposal/Low Intensity Conflict (EOD/LIC) programs.

If you are interested in providing a response to a particular BAA, you must first register to obtain a log-in name and password. You will be notified of registration approval by e-mail to the address provided during the registration process.

DOE-IIPS: Department of Energy

DOE e-Center: Registration required by all users. All users need to register with IIPS. Company name is The Pennsylvania State University, Type is Education/Nonprofit.

  e-RECEIPT— CRMRP Army Medical Command

Requires registration by all users. Those with signature authority need to register as Contract Representatives (CR). Proposers must assign a CR to the proposal as soon as possible after beginning the proposal. The Post-award Contract Rep should be listed as D. Richardson. No OSP approval is required for CR registration.

FastLane: National Science Foundation

Registration required by all users. Please notify your College Research Office for access.

Grants.gov: Federal Grants

Only requires registration of the person requesting submission access (SRO). Follow the steps under "getting started" to register with the credential provider. Log into Grants.gov (continue following the steps) after you have received your user name and password. Then contact Sponsored Programs to have your account updated to allow submission access.

Homeland Security Advanced Research Projects Agency Solicitations and Teaming Portal

Registration is required for each submission. No approval process for SRO approval in the system.

IBOP ARMY

Accessed via Dave Richardson//John Hanold log-in. Contact John for the login information.

NIH Commons: National Institutes of Health

Registration required by a person with SO status.

NSPIRES: National Aeronautics and Space Administration

Registration required by all users. All users need to start the registration via NSPIRES and affiliate themselves to Penn State . An e-mail is received at OSP. They will then confirm the affiliation to PSU and give the appropriate individuals SRO access.

  1. Once registered, login using your username and password.
  2. Prepare specific grant application package
  3. Submit application electronically directly to sponsoring agency
  4. Some agencies require signed cover pages to be submitted in hard copy
  5. Some agencies may require hard copies of proposals
  6. Follow specific agency's guidelines and instructions

TFIMS DARPA

You must register for each open RFP that you wish to participate. This will entail establishing one password per RFP.

ONR Admin Web: Office of Naval Research

Post-Award Administration only. Contact Cecelia Doty for access/input.

US Dept. of Ed Department of Education (e-application)

All users must register to use this program. Permissions are assigned per application. The application manger (PI) must assign privileges to the appropriate submitting official for submission to the Dept. of Education.

The U. S. Department of Education (ED) is transitioning to Grants.gov.

  US Dept. of Ed Department of Education (IES — Institute of Education Sciences)

  All users must register to use this program. When the Project Director (PD) fills out the online application form, he/she will enter the AR's name and email address in Step 3. Once the information is saved, the system will automatically generate an email notifying the AR of the PD's intention to submit an application. (The email will contain instructions and a link that the AR must access to complete the registration process. The system will also prompt the AR to set his/her own password.)

STSI SPACE TELESCOPE SCIENCE INSTITUTE

Registration is required for all investigators, and once they submit, the proposal is routed to an SRO who then submits the proposal.

SPAWAR Space and Naval Warfare Systems Command

Users must register in the system. There is no proposal approval. All correspondence returns to the person submitting the proposal, so faculty should not be the individual submitting the proposal.

DTRA Proposal Submission website

Users must use the university password. Please contact JoAnn at OSP (3-0587) for the password. Look up the University name under "The."

W. T. Grant Foundation

Users must register in the system; there is no proposal approval. There is a validation step where the Research Coordinator can review and coordinate submission.
