Conducting research on terrorist behavior, especially when it involves interaction with those who have participated in terrorism, raises profound moral, ethical and legal challenges. John Horgan, director of Penn State's International Center for the Study of Terrorism, describes these issues from the perspective of the researcher as well as the participant. Dr. Horgan has conducted interviews with dozens of terrorists from a variety of movements, from the IRA in Ireland to Al Qaeda in Europe, the Middle East, and South Asia, and will illustrate his presentation with examples of challenges faced by researchers in the field, as well as steps taken to address these challenges.
