Tim serves the Penn State research administration community with a particular focus on administrative oversight of his team of negotiators while providing mentoring/guidance on award negotiation in accordance with applicable University policies and sponsor requirements/provisions.   

In addition to overseeing his negotiation team in the Office of Sponsored Programs, he serves as Coordinator of the Master Agreement with the Commonwealth of Pennsylvania having served as the University’s primary contact with the Commonwealth through four master agreements dating back to 2005. He also serves as the OSP contact for the research administration internship program which began in 2017 and was an instructor of the ACES program for many years.

Tim came to OSP in 1998 as a Negotiator and was promoted to Team Leader/Associate Director in July 2007. Prior to coming to Penn State, Tim worked for HRB Systems (now Raytheon) for 15 years in various roles in Property Inventory, Procurement, Cost Analysis, and Contracts.
