Institutional Biosafety Committee (IBC) Submission Deadlines and Meeting Schedule

Deadline for submission of new IBC Applications is 5:00 p.m. 15 days prior to the committee meeting dates listed below. IBC meetings may be canceled if there is not a quorum or if there are no submissions to be reviewed by the IBC at the time that the agenda is created. If you have questions about meetings or deadlines, please contact the ORP at

The Penn State University complies with NIH requirements with respect to public access under the following sections of the NIH Guidelines: Section IV-B-2-a-(3), Section IV-B-2-a-(6),  and Section IV-B-2-a-(7).

Minutes of IBC meetings for research involving recombinant or synthetic nucleic acid molecules, including IBC rosters and biographical sketches will be available to the public upon request. Requests should be sent to the Office for Research Protections: Since minutes are a record of the meeting, the IBC, in consultation with the Office of General Counsel shall review and respond to all written requests for minutes in a manner that is consistent with the NIH Guidelines and applicable redaction policies and procedures. To ensure redaction is performed consistently and in accordance with provisions allowed by the NIH Guidelines, redacted information may include: 

  • Portions of the IBC meeting conducted as a closed meeting.
  • Private information of IBC members.
  • Names of guests at IBC meetings.
  • Proprietary, confidential or trade secret information.
